What ICV actually scores

The ICV score is a percentage, not a pass or fail. It is calculated from your audited financial statements, so the quality of those statements directly determines the number you can evidence.

Four categories carry the weight:

  • Local supplier spend: goods, materials and services bought from suppliers inside Qatar rather than imported.
  • Qatari and resident workforce cost, including training and development spend.
  • Investment in fixed assets physically located in Qatar, and their depreciation.
  • Supplier development: money spent building the capability of local subcontractors.

Where companies lose score unnecessarily

Most low scores are not caused by genuinely low local content. They are caused by records that cannot evidence the local content that exists.

Import costs booked without separating the local handling component, payroll not split between Qatari nationals, residents and offshore contractors, and capital assets held on a group balance sheet outside Qatar all suppress a score that better bookkeeping would have supported.
